There are several kinds of appeals for both providers and consumers within the Guilford Center.

Denial of Claim for Payment
to Provider
A contractor may appeal an absolute denial of payment within
30 days of notice of a claim being denied. The appeal must be
in writing and must detail the grounds for such appeal.
It should be submitted to:

Request for Proposal Appeals Process
by a Provider
Each Request for Proposal document will describe the specific steps an applicant must follow to appeal the decision of the evaluation committee. The appeal must be in writing and must cite a violation or noncompliance with specific applicable relevant law(s) or regulation(s). The protest must be received no later than 5:00 p.m. on the 5th business day following the date the final selection is made public. The determination of the Guilford Center with respect to written protests shall be deemed final.

Conflict Resolution between
Providers and The Guilford Center
In the event of a dispute as to interpretation or applicability of a provision of a contract, providers with a signed, written agreement with the Guilford Center have agreed to follow the Guilford Center’s Policy and Procedure on Conflict Resolution with Contracting Parties #L-5 ( 92k PDF ). The policy includes a step-by-step description of the conflict resolution process, including the role of mediation in this process.
