What's New?
North Carolina General Assembly passes Session Law 2006-142
The North Carolina General Assembly convened for short session in May 2006. On July 10, the Legislature passed Session Law 2006-142, House Bill 2077. This legislation:
- Created a statutory definition for Local Management Entity (LME)
- Outlined the LME’s function to be the management and oversight of the public Mental Health/Developmental Disability/Substance Abuse Service (MH/DD/SAS) system at the local level
- Restructured LME Board membership and limited terms
- Directed the Division of Health and Human Services (DHHS) to revise the State Plan as a strategic planning document with a mechanism for measuring performance
- Amended the power and responsibilities of the DHHS Secretary regarding the provision of local MH/DD/SA services
The Governor signed this legislation into effect on July 19, 2006.

Guilford Center graduates area’s first Peer Support Specialist employment training class

Center for Medicare and Medicaid Services (CMS) approves Enhanced Benefit Service Definitions
The NC Division of Mental Health, Developmental Disabilities and Substance Abuse Services announced CMS approval of the Medicaid State Plan Amendment (SPA) that provides for new and enhanced services for individuals with mental illness and substance use disorders. more…

Quarterly Implementation Updates describe progress toward Mental
Health Reform
Each fiscal quarter, Guilford Center issues a report to the
State Division of Mental Health, Developmental Disabilities and
Substance Abuse Services. The reports describe Guilford Center's
progress towards implementation of our Local Business Plan in
10 different areas:
- Planning.
- Governance, Management and Administration.
- Qualified Provider Network Development.
- Service Management.
- Access to Care.
- Service Monitoring and Oversight: Quality Management.
- Evaluation.
- Financial Management and Accountability.
- Information Systems and Data Management.
- Collaboration.
In addition, the quarterly progress reports address the State-issued Communication Bulletins which are issued periodically and serve as addenda to the original State Plan documents.
Ida Glasgow, Deputy Director, serving as Contact Person for the
Local Business Plan development and implementation, develops these
reports listing the progress or challenges the agency faces in
Local Business Plan Implementation.
